Balancing Valve

2 radiators heating down, not you, even if everyone else is too hot.?
We live in a new building (2000April) and has with a gas boiler. One of the living room radiator and the radiator in the study hall are stone cold, despite lowering the thermostat to 30 degrees Celsius. In summer, surprisingly, all the heaters in place, but every winter, the problem appears. Called 2 plumbers and said the "balance" is not fair. The other said the valves are changed. Can anyone help please?
You may have thermostatic valves on one side of the Rad, try to understand how pop the head of the rotary valve. Once you see a short steel pin that pushes the valve closed when you turn down the radiator. A spring pushes the pinout of the opening of hot water faucet and let it pass. If you put a little oil or WD-40 into the pin and push manually, and allow the return of spring, the valve opens and the heat must flow through the SAR. If not their job do not have to have changed the valves. of 7 rad system should not cost more than £ 200.00p
