Bracket Towel

How come my towel rack will not “hook” onto the wall anchors?
I have set the mounts exactly like the diagram but whenever I try to hook the mounting brackets to the wall anchors, (so I can screw in the tiny screw at the bottom) it keeps sliding off the wall anchors.
What am I doing wrong?
probably the screws are too short, or you have the plate positioned on the wrong side ,flip it over .
