why did i get an electrical shock when i screwed a hose on to my outside faucet. we just got sprinkers & patio

i got a definite shock- we just got underground sprinklers and a patio and we are getting lighting put in the patio- it hasn’t had electrical added yet- could one of these be the issue?

Somebody got a neutral wire on a ground connection. Have you had any electrical work done lately. because they screwed up. Check it out.
